i might have the wrong end of the stick on this one, but i see the world cup as being part of the theatre of football, rather than being a purely elite (only the best 32) kinda project.
this means that you want teams like togo and costa rica and australia and bahrain along to make it a real 'world' cup. if it were only football royalty then we might have a 'better' tournament, but i don't think it would be a world cup anymore.
i think there certainly was some argument for oceania to get direct qualification. that said, i think it would be better for asia to absorb the half spot we have in entirety and have us compete out and out for it, in the way that australia will be able to but new zealand won't from next year. i think this robs NZ of a tremendous opportunity (and quite frankly also the solomons, who i think on their day would fancy themselves against sides like perhaps thailand or vietnam).
long story short: we're probably not one of the 32 best sides at the moment, but we are a side who will make the world cup that much richer as a spectacle if we get to play.

True, the reason Sepp wanted Oceania to have a whole spot was so that all confeds would be represented, but unfortunately the 'best 32' view took over at some point.

I agree with dibo that the World Cup should have representatives from all regions from around the world equally regardless of skill, and it does! But, the World Cup Finals that are played in Germany in 2006 should represent more closely the best 32 in the world. Or, rather, a group of 32 made up of the teams that were the best in their regions. Some really good nations will miss out and Togo will be there, but taking the place from Africa and giving it to Europe does cross too much into the purely elite tournament and drifts from the "World" Cup ideal. What needs to happen is all regions around the world need to rise to the standard of South America and Europe. This happens by giving the regions equal amount of places even if, and probably especially because, countries like Togo get what seems like undeserved World Cup Final spots.
Australia would be out of place in a competetion of the 32 best nations in the world, but we all know that qualifyig for the WC will, hopefully, give a giant boost to football in Australia at junior level and at domestic league level, which should make us a better footballing nation in times to come. It would be the same for countless other nations in the world and that is why, even though currently there will be minnows swimming with sharks in Germany, using the current system will eventually produce a World Cup final that will be both representative of the world and be an elite 32 team tournament.
The above is wrong for there is not enough money in Africa and they will forever be behind unless we, as Sir Bob says, "Make Poverty History". Unfortunately this will not happen in the forseeable future for capitalism rules supreme and there is no individual or national gain, apart from moral, but that is next to worthless in today's society, for those of us in the 1st world to eradicate poverty in the 3rd world. Infact, this is the first time, as of this post, that I've ever cared about poverty in the world. Never before because it didn't affect me, but now I just realised that the World Cup would be better if there was no poverty and so it directly affects me. Unfortunately, I'm too lazy to do anything about it, so the issue goes unsolved and we will have Argentina beat Togo 8-0 in the World Cup. ;D

the world cup is exactly that - for the whole world, limiting the event to the 32 topmost ranked teams would make it unrepresentative of world football and all the good things that go with that - South Korea & Japan making last 8 last time and that Saudi Arabian goal against belgium also in 94, classic or even the great French team losing to Senegal in 2002 are all examples
anyway, as someone said earlier if Australia make it it has to be huge for the A-league, i can't wait.
