Not a clue on cost, but as for the water views – I’m never looking at the water from the ground, maybe the reverse is more the case – from the water (and the south generally) you can see into the stadium… I don’t think it’s that special quite frankly, and would rather have something to keep the noise in and build the atmosphere. I can see your point in having seats there to keep in noise, and agree it robably woudl add to the atmosphere. But i suppose there are people outthere who would enjoy coming to the stadium more, becuase of it's views, and it seems to be known for them. A flat low stand provided just for away fans wouldn't remove the view, Any game played there results in the blue plastic of secrecy being put up anyway. Perspex rear wall to preserve the view maybe.

A flat stand might work, how much space is there between the field at he fence though?
I think we need to get proper screens installed too, the one we usually have up sometimes has big blocks of screen misisng. and if you're sitting in the bays closest to it the angle is shocking. I dont know anyone who goes to a see a football game and watches the entire thing from the big screen, unless its some gigantic stadium or something. but it would be good for replays and stuff like that.
