Why what happened to the Licence there was one last year assigned to the Coasties I believe ?

How can you do that have a mobile beer licence and sell wherever you go.Id imagine when the old club folded so did their corporate identity and I dont think licences of that nature would be transferable would they?

i think licences are approved to individuals - that is, there is a licensee at the premises whose presence is required for the sale of alcohol. there's a two step process - the premises must be appropriate (restriction of access to alcohol to u/18's, sufficient toilets etc.) and the person must be appropriate (of good fame and character, relied upon to ensure RSA is followed etc.).
if the other person no longer works there, a new person must apply as the licensee i think. that's not the licensee's fault nor CCF's, it's just the way the law's structured. a little forward planning probably wouldn't have hurt...
