i don't mean that the seats should be there as an anti-stampede thing, but they have that practical effect (you can only stampede so fast when you're hurdling rows of seats...). the fold-up seats thing is simply so that people can move easily between the rows of seats and the standing people. they're generally a good idea anyway because they don't collect water and other crap and they don't impede access and egress (to use the technical terms). what there shouldn't be is areas like this these areas are crazy and dangerous. they look fantastic, and you can pack millions of people in, but it's simply not safe... note especially the extremely steep rake of the top deck, and just imagine one person trips, causing mayhem...
