The people charged were based near Gondomar, a suburb of Oporto, whose mayor, Valentim Loureiro, is also the chairman of the Portuguese Professional Football League, the office said in a statement. In April 2004, police detained 16 people for questioning, including sports executives and referees mostly from second-tier clubs, as part of Operation Golden Whistle Police have questioned Loureiro as well as the head of the autonomous referees' council, Antonio Pinto de Sousa, and the chairman of former European champion FC Porto, Jorge Nuno Pinto da Costa, as part of the probe.
